Sounds like your window might be too big for the screen so that you can't resize?
Last startup window size is stored in:
MyDocuments\Html Help Builder Projects\wwhelp.config in the top/left/width/height properties. Alternately if you don't want to muck with this you can go to Options | Administration | Reset Install Defaults which resets the .config file.

My help builder window size does not work except maximize. When I click restore button, it is minimize and stay in taskbar.
