Looks like this has resolved itself per our email discussion.
Not sure what could have caused this. Be curious to see if others are running into problems but so far I haven't heard anything.

Performed the download and ran the HelpBuilderSetup.exe file and it performed the update with no issues. I then clicked on the desktop ICON and now I get an application error. File 'lookup.dbf' does not exist. I click Continue and I get another dialog File access denied c:\program files\west wind html help builder\lookups.dbf. There is no file by that exact name in that directory. There is a __lookups.dbf and fpt files present. Not sure what to do but now I am down with no access. Help! please...

Well, no help response yet. Good thing I had a backup. Restored my 4.60 version and help project and I am back up working again. I am surprised the update causes this since updates are normally very reliable from West-Wind. I did try the 4.65 update twice and they both failed the same way...
