You have to have permissions on the remote machine. You have to be an authenticated user (ie. sample user on the remote as on the local machine) and the remote machine has to have NetBios connectivity enabled and not blocked by a firewall.
In general this is a bad idea to use unless you're on a VPN or local network.
Also IP Address tend to work better than domain names if the security requirements can be met.
I wouldn't recommend this mode of access any longer. Back in 1998 when the book was written this still made sense to some degree but today with the security environment of modern networks it's much harder to actually get machines that have the ports open to allow netbios style connectivity.
