If nothing else check the service manager and make sure Web Monitor is in there and set to autostart.

I have Windows 7 Professional with Web Monitor v. 3.40. I've configured it to start as a Windows service, but when I look at running (or ANY) services it doesn't show up. What do I need to do to make this work reliably?
