It is not a problem with a chm-file created with your help-builder, it is a problem with the chm-help-file for help-builder downloaded within html-help-builder.

Does your help context render properly into HTML and can you display that?
If the help file has the topics in the content view that means the help file was built and should work. It definitely sounds like this issue:

I tried your resolution but on my Windows 7 Ultimate i get as normal user and as administrator in windows-explorer, no "unblock"
button.
Same result on Windows XP with this chm-file :-(
Last week i tried to delete the included alternate stream, but this failed too.
