How do these services actually rate memory and disk space? 1 gig memory, 25 gig disk isn't going to be barely enough to run Windows. How do these values actually look once you get a running instance? What's the memory and disk space available.

I think it is too costly, spending that much on VPS is not good unless you have any free panels to manage. Also panel is very important for the nowise, I have found a better alternative, they offers free plesk panel as well with the VPS hosting it seems, this is their link http://www.hostdepartment.com/vps-hosting/. Their price is only $35 per month with free plesk available.. isn't that great?
I would assume you will need a better plan than a $15/month. Here's a link from Godaddy: http://www.godaddy.com/hosting/vps-hosting.aspx -- I would think the Windows "Value" plan at $40/month would be the minimum you would need. $40/month is a pretty good price, I think.

I did a search: in order to be able to run a Web Connection application I need a VPS or a Dedicated Hosting plan. It costs about 15 $/month in USA and about 30 €/month in Italy.
