Bob Lucas pinpointed my problem (see my last reply to him).
The west wind console/setup from 5.20 does work with IIS 8 under Windows 2012, provided it is run as admin. All my problems started when I did not do that.

You're running an older version of Web Connection. Web Connection 5.66 (actually 5.50 and later) have support for IIS 7 and 8 directly for configuration. For obvious reasons we don't backfit old versions.
Version 5.50 and later are a paid upgrade from 5.x...
But that said you can certainly still do manual configuration.
404 errors either mean permissions problems, or ISAPI exclusion issues, or lack of registered script maps.

Sorry for the last reply with no comments. Hit the Post key too soon.
I've gone through all the steps in the config guide and was able to get rid of the HTTP 500 Internal Error message; but not the HTTP 404 page not found message when I tried any requests (wc.dll or wc.wc no difference)
Several questionable areas:
1. I'm running IIS 8 under 2012 server, but the Console routine only offered IIS 6 as an option;
2. after firing up my WC server, the West Wind status screen has the wc.ini grayed out; so I don't know where the config info is coming from or if it has anything to do with my problem.
