Setting up web connect on Windows 7

When I try configuring the wc.dl/ini, I keep getting a 500 Internal Server Error on this url: http://localhost/wconnect/wc.dll?_maintain~ShowStatus~
I have the dll and ini in a c:\westwind\ folder. I created an application with a script map that points to the physical wc.dll. But can not get the above url to work.
Does WC work on a Win7 PC?
