But... You reaLly shouldn't be using dll links. Can't you just do a wholesale search and replace on all wc.dll link to wc.wc?
Cassini doesn't work with isapi only with the managed module which in turn requires script maps...

Regarding the bin/wc.dll location restriction in Win 7, I am setting up a new Win 7 dev laptop (only for dev) and I wonder if setting up a virtual XP environment with IIS would work to get around the restriction. Note I did read the related doc (thanks for this).
Alternatively could the Cassini server be a possible work-around? I suspect the XP virtual on Win 7 may be a good option, but has anyone tried this?
