Intermittent Errors in Localization

In Visual Studio 12 (new project), if I switch the uiculture value in web.config, the first time I try to run the application some of the time NO text is displayed for localized items. If I stop and start the program again, it will work fine without any other changes.
This bug seems impossible, so I created a 2min short video of the BUG in action.

Any suggestions as to how to stop this weird behavior?
